Brian is the Leonida Keys’ resident throwback — a smuggler from the classic era who, per Rockstar’s bio, runs his operation out of a boat yard, lives with his third wife Lori, and lets Jason live rent-free in exchange for dirty work.

He is Jason’s employer and landlord at the story’s start, which makes him the on-ramp into the smuggling economy the early game appears built around. His boat yard, the Keys setting, and the drug-running work Jason does for him are all from official material.
